Over the past week I've noticed twice that the SES light comes on soon after starting my truck up in the morning. The code is P1211 which I normally only get after WOT runs, but what would cause it to come on in the mornings?
Is the truck running/idling ok? Does it crank ok? 1211 points to something in the HPOP system. Could be a failing ICP sensor or a dirty IPR. Usually either one will also cause rough running.

It doesn't run rough and it starts up just fine. I have noticed a drop from 15mpg to 13mpg over the past month and haven't been able to find a cause.
Sorry but I'm still sort of a newbie and I'm not familiar with the terms ICP and IPR. Can either of those things be cleaned or do they have to be replaced?
The ICP (injection control pressure) sensor cannot be cleaned. The IPR (injection pressure regulator) can sometimes be cleaned. If it is running good then I doubt it is either of those. You can unplug the wires on the ICP and see if there is any oil under the plug. This is a sign of a bad ICP. There is also a little tin nut on the back of the IPR that sometimes gets loose, you can check that. The lower fuel mileage can come from a number of things including winter verses summer blend fuel. The only other thing you may want to check is your oil level and condition.

DTC P1211 indicates that injection control pressure was above or below commanded desired pressure during self test mode.
Possible causes:
incorrect oil or viscosity
poor oil quality
gel fuel/no fuel
low fuel pressure
damaged IPR valve
high-pressure oil system leak
damaged high-pressure oil pump
damaged PCM
Verify correct oil quality/viscosity and correct fuel grade are being used for the temperature conditions.
KE15 CONTINUOUS DIAGNOSTIC TROUBLE CODE (DTC) P1211, P1209
DTC P1209 and P1211 indicates that injection control pressure was above or below desired level under normal driving conditions.

gel fuel/no fuel
low fuel pressure
damaged IPR valve
high-pressure oil system leak
damaged high-pressure oil pump
damaged PCM
Verify correct oil quality/viscosity and correct fuel grade are being used for the temperature conditions.
How old is your engine oil and what kind of condition is your fuel filter in?
There was oil all over the inside of the harness for the ICP, should I replace it?
That is a sure sign the ICP is bad. Leave it unplugged and start it up and see if it sounds any better. Don't want to drive it like that, but ok to start and idle. If it is leaking oil, then it does need to be replaced. The are kinda expensive from the dealer, you can find them on ebay cheaper.

Sounds like time to pull codes again to see what's up.
You can do what they do and start by replacing the IPR. The 1211 codes points to it being bad and that's probably where they would start. Some have had luck with rebuilding theirs, but not with me. I did the rebuild and didn't make any differance. Wound up replacing it anyway. You can sometimes find them on Ebay for a reasonable price.
