Problems w/ my 90 F250 5.8 E4OD

My 90 F250 has dual tanks. My front tank works great, acurate gauge, no problems etc. The rear tank has two problems, first if you let it fill until the pump shuts off it will leak from around the filler neck, even after the pump has shut off and secondly the gauge does not work on the rear tank, always shows empty.

My second problem involves the cruise control. The truck is an XLT Lariat and has cruise that does not work. Is there a relay or fuse or something that I can check?

My third problem is that the blower for the HVAC only works on the high setting. I have heard that some of that era Fords had two relays for the HVAC controls, but I wasn't sure if this is one of them.

Any help on these is appreciated. Thank you.

to answer the 3rd question: the blower has a resistor on the side of the fan housing.
