no codes,pass

This is my first post. I have a 1996 Ford Explorer, V8, 5.7L engine. It will not pass an inspection this month. My OBD2 reader states pass and no codes. When I check the monitors, the oxygen sensors read not ready, evap system not ready and everything else reads ready. The inspection station claims no codes appear and will not pass. I assume the vehicle is running in a open loop system. I believe the Oxygen sensors are defective and will not let the system function in a closed loop. I have checked the fuses and they are fine. Should I replace all four oxygen sensors? Any other suggestions would be greatly appreciated.

could be,

you dont have a 5.7L motor in any ford, you might have a 5.8L but that would not be factory. i dont remember any explorers being equipped with anything larger than a 5.0 from the factory, i know in some states that will make you fail emissions

or you could have a 5.7 because a previous owner thought it would fun to put one in or the old motor blew up and the 350 was handy

you can test the O2 sensors if you have a multi meter, the sensors aren't hooked up to fuses. if you dont have have a haynes or chilton manual, i would strongly suggest you get one, very helpful.

another stupid thing could be tightening the gas cap, and dont disconnect the battery before going in to test, because i have heard it will show as not ready to test for X? amount of time

i wasn't trying to be rude with the last post, so please dont take it that way, was just trying to find out what you have to narrow it down a little

o2 sensors

I did not think you were being rude , and great you pointed it out .I do have a chilton manual .these are preheated sensors (4 wire)I am wondering if the heaters are burnt out or at least an open circuit .I have not tested the power to the sensors yet.The up stream sensor on the drivers side is easy to get to and the others on the passengers side is difficult.Tomorrow I will check for 12 volt at the sensors. thanks again
