Running rich

Hello all,new to this board looking for some help.I've got a 90 302EFI recently rebuilt.New comp cam(made for speed density),shaved the heads a bit and put in flat top pistons.Since the rebuild it's running real rich.Sucking gas,gas smells like oil, black soot etc.I just changed the o2 sensor and all the plugs(went up one heat range). The manifold vacuum is running a steady 18",is this low?I've heard that with an aftermarket cam in a SD set up the computer senses low vacuum and see's this as a open throttle condition and richens the mixture. Also I've got an egr problem,it's not opening.I've got a problem with the wire going to the pcm,it's not getting a ground and the solenoid won't open.Would an egr not opening cause it too run rich?Suprisingly it's not pinging(got to run 89 octane). Also how can you diagnose a restricted cat with a vacuum gauge? Thanks for the help.

[updated:LAST EDITED ON 16-Feb-02 AT 08:35 PM (EST)]Check your fuel pressure. Should be around 40psi. The fuel regulator may be shot. Or maybe you forgot to hook the vacuum hose up to it.
