Sounds like your "multi-function switch" is bad. It's a one-piece unit that contains turn signal stalk, wiper control, headlight dimmer, and hazard flasher button. You have to remove the steering column shroud to get to it - possibly some dash trim as well. I just changed one yesterday on my 1995 Windstar. Ford sold that switch for $50, I bought it through a local parts dealer for $42. If you bring it in to a dealer, figure $50 parts and at least one hour labor.
