Basically, yes.... you can eliminate everything from the turbo downstream. BUT.... it's technically illegal, since you're messing with the FEDERALLY MANDATED emissions control.
If you live in one of those locales where you have to pass an annual emissions check, it ain't gonna cut the mustard.
we dont really have any emission lwas up here in ND. does it effect performance. he would buy and aftermarket exhaust but he has no cash because he bought the truck 3 days ago

Actually you can still pass emissions just depends on how they do the testing. Here it is just the OBD-II testing(which is a joke), now back home he would be up that well known creek because they do everything from the computer to visual. I run a 5" straight exhaust and it is definately louder(but I have an aftermarket turbo too which whistles louder even more then the 03 turbos and I did have an 03 turbo on mine when my factory one crapped out on me).
straight pipe it. He wont regret it, especially with the 03 turbos
The one thing I miss about not having the 03 turbo is that it would whistle at low speeds and be gone on the highway while it's the opposite with my new turbo. Loved going thru parking lots just doing 15(never enjoyed doing 15 til I got that turbo) and confusing people that didn't know what it was making all that racket except for the fact it was coming from my truck.
Tell him to pull the trigger, I would just get a muffler shop to weld a pipe where the muffler is and then buy an after market cat delete pipe, that is the best bang for the buck.
