Well if you are going to spend all the money on parts maybe it is time to invest in a nice tap and die set. With that you can get those bolts out, and put some new ones in. But a word to the wise. When you put the new bolts back in, and when you take out any bolt or take off any nuts, put some anti-sieze on them. Then next time you have to take them off they will come off like a snap.

Don't cut the cover off.Cut the heads off the seized bolts and pull the cover off.Then get the bolts cherry as close to the block as possible.You could also weld on a nut to the bad bolts close to the block.the heat will penetrate the bolt into the block.Someone may have used loctite to seal the threads and loctite needs 400 degrees to break.Good luck
