At one time, you could mix and match options on Ford trucks. When I ordered my first truck in 88, just about anything could be mixed in with the order.
Sortly after that, you had to buy packages, that may or may not be mixed.
Now it seems harder to order "just what you want", it is the package or not deal.
The 97-03s had packages with or without particular parts, most stripper 4x4s did not have hooks, and most loaded trucks did. That is why there is such a range in parts on these trucks. I am sure this takes place in cost cutting matters. Less inventory means more profit.
The Offroad package is the pedecessor to the FX4 package, I believe. Not sure though.
Hmmm...my '97 has them, and it's just a basic XLT. No stickers, but it does have skid plates. I have the origional window sticker, so I'll take a look at that tomorrow and see whats up...

The 97 I had, had all the bells and whistles. Skidplates, foglights, tow hooks, Offroad package.
The OPs truck sounds like a stripper, maybe even a fleet order truck.
Back in 97 I know hooks were also a separate option on XLs. All depends on the ordering.
I've got an 02 FX4 with the hooks. I think they're unsitely and they're coming off when I get a replacement front end. Some ol' fart in a buick hit it on the right. Long story short I was found at fault for his driving error. Can't wait till I'm an ol' fart so I can get away with it. I'll be 62 this year-still a kid.
I have a 2003 Screw XLT, 5.4L. It has the tow hooks and had the 4x4 stickers, but I removed the stickers for a cleaner look. No skid plates though that I can tell.
