Welcome to FTE. I believe it is thermostat controlled. How do you know it's staying on all the time, and what are the temps outside?

I don't know how the fuel heater works or what temp, but I will tell you that I live in Alaska right now and I have seen the temp go to -35 below zero and my 7.3L didn't have a problem at all. The fuel didn't gel up at all. Maybe they put a special additive up here. I don't know. I am in the military, and all of our army trucks don't have a problem either, but they run on JP8 which is a highly refined diesel fuel. I really wouldn't worry about the fuel heater, but there are a lot more people on here that know a lot more than I do. Maybe they will have you an answer.

Smile fuel heater

after replaceing my injectors i found on # 8 ;the bottom o-ring was burnt on 2 sides;my brass / copper sealing ring was sealing ok so it wasnt compresson that had burnt it . so i checked the heater & it has battery power on it all the time. so i wasnt sure if it had a sensor on it that shut it off or maybe it had a therostat inside the filter housing that shut it off. after the truck got warm it seem to run a little ruff. i took compresson & it was ok . the day i check the heater it was around 48 deg. thanks for the come back & help

put a 30 amp relay on the line and run it off a switch so you can turn it off when the weather warms up i ran heaters on my big truckes for many years. J-8 is not hightly refined diesel fuel. it is a different distalate and it dosent jell until about 150 below zero. the add about 25% kerosene in ak in the winter. that is what "winter" blend is.
