does an 89 f250 have the feul and water separator filters like the early 80's did

No, it is combined with the fuel filter.

u can also buy a fuel filter that elimates the water seperator base.

I put a Racor aftermarket on mine, got it from an online marine dealer, very pleased. Will post name, if I can find the receipts.

I've had a theory about mounting semi tractor style, see thru, water and fuel filters on the frame rail between tank and engine to free the hi$ stock filter from maintenance. Initial searches at NAPA, they have them, show its not a cheap way to go and there could be a needed fuel/filter heating issue at the fuel filter. Just a theory at this point.
