Hi There I am new here... I have just found out there are TSB's but I don't even know what the action is or how they work? recently I took my van in to have the engine light read, it resulted in codes po171& po174. I googled it and found a TSB# 03161. What happens now? IF I go to the dealer are they supposed to pay to resolve the issue identified in the TSB??
I contacted the dealer in Oakville Canada where I bought the Van, and they said the TSB is American and doesn't apply.. ??? interesting since the Van was put together there in Oakville!!

Considering this is an Aerostar forum I'm guessing most people won't be familiar with that particular TSB. Generally speaking I think TSB's are differnt from anything like a recall. If I'm not mistaken, a "Technical Service Bulletin" is a automakers way of saying " In the even of these symptoms, here is the service procedure that might fix it ". On the otherhand, I've had TSB's for my Audi that state something to the effect: " If problem X occurs under Y milleage or due to a broken part Z then said part will be replaced under extended warranty. If the symptoms Q, W, and P appear which might indicate a worn part Z then the replacement procedure is as follows" ... .which leaves the door wide open for an Audi dealership to interpret the TSB however they see fit on a case by case basis.
ngrover pretty much hit it on the head. A TSB is not a recall, it is used for those 'in the biz' to help diagnose and repair issues, like yours.
Those codes point to bad O2 sensors, and without the TSB, most mechanics would first replace the O2s to try to solve the problem, but the actual issue is your intake gaskets are leaking and need replaced, causing the O2s to read lean.
