Exhuast on a 95 302

I was looking at my 95 f150 which we all know has terrible exhaust. I live in Cali so i cant throw long tubes on. I was thinking about just going to get a muffler, flowmast 40 or cherry bomb or something. Sugestions? I dont want something obnoxious just nice and deep that wont get annoying. Then i was thinking just do a down pipe right off the muffler and be done with it. Would i see much increase in performance or mpg with this?

Or should i just do a full cat back system?

True duals with high flow cats and whatever mufflers you feel like. Cherry bomb glasspacks get really loud once the packing burns out of them my ranger has one going out the pass side and its very loud even with the stock cat in it.
