What the hell???
You guys helped me figure out that the reason my cruise control and horn didn't work was probably due to my clock spring. I just spent $170 on a new one from Ford (No aftermarket ones for the 95-Go figure) put it in and for some reason my horn and cruise control still don't work. I still have to chec the horn itself, but why the hell doesn't my cruise control work??? Any suggestions are appreciated

For the horn, check in the steering collumn and make sure the horn is actually connected. When I put my remote starter on my old truck, I unplugged the horn to while in there and drove around for a few days not knowing why my horn didnt work. As for the cruise, maybe someone disconnected it because of the recall on it. Has your truck gone in for the cruise recall yet? If not, take it in to the stealership and they will replace the unit for free. When they check to see if the new unit works, maybe they will find the problem or better yet fix it for you. Your two problems could also be just one problem. Maybe the wiring in the collumn/wheel is unplugged or bad. If your truck doesnt have an airbag in the wheel, just pull the center of the wheel off (it should just pop out) and see if the wiring is hooked up. If it is, use a multitester to see if it has power.

I have this exact, identical problem. I'm thinking the clock spring is actually OK, but something is disconnected, 95' also. I have no cruise anyway, it's just telling me clock spring code and horn doesn't work. I still am figuring it out. I installed a new horn and button in the meantime, I don't want to take chances, extra horns are cool anyway.

I did this all myself, it does have the airbag and I know the horn is hooked up. I don't know if it has been in for the cruise control recall. Do I just take it to the dealership, they run my VIN and find out if it has been done??
My truck doesn't throw any codes for the clock spring, never has, even when my accesories didn't work.

Go to this site and click where it says "Find out if there is an open recall on my vehicle" then type in your vin.
