I have a set of Cleavland heads and am looking for information on them. It has a casting number of 9H28 and an additional number 4 in outer corners. Another thing I was wondering if I would lose torque if I install this in my truck.

Well that's not the right casting number. You need to look for something that begins with a D0, D1 or D2. The 4 does indicate they are Cleveland 4V heads and yes you would probably lose low end torque if you installed them on an otherwise stock motor.
The number you cited is the date code. It means August 28, 1969, which would be an early production (small chamber) 351C 4V head. To find the part number casting code, look on the side of the head, below the intake ports.
As torque goes, you would only lose torque at speeds under 3500 rpm. Torque should be great at 5K rpm, though.
