61 ECT sensor is less than the Self-Test minimum of 0.2 volts
Try cleaning the crap out of the EGR and making sure all the connections are sound. Make sure the coolant sensor isn't all corroded and replace if required.
Any half-wit mechanic can see that those AREN'T problems with the computer. At worst, there's a problem in the wiring from those sensors TO the computer...but chances are after 25 years, the truck just needs some new sensors and a new EGR.

No kidding.
A broken vacuum line could also prevent the EGR valve from opening..
You can test the ECT with a multimeter and a mug of hot water, the main page at fordfuelinjection has test proceedures for all the major sensors and actuators.

I had this problem on my '88 F150 5.8 4x4 and I replaced the processor at the recommendation of the ford tech. I bought a remanufacturered unit from Western Auto when they were still in business.
The processor may have been bad, we'll never know. I found a chaiffed injector wire under the intake manifold that was shorting everything out. After re-insulating this damned wire, my truck ran fine and h as been running fine ever since. This all happened in 1997. You should go hand over hand on every wire under the hood.
ya, if its nice tommorow im gonna remove the upper intake and take a look. its gotta be something stupid. i was told these trucks get bad vacumm leaks under the upper intake.
