Unfortunately you have to be able to turn it to the ON position to pull it out. If it won't turn at all the tumblers might be done for. In which case a locksmith would be the best course of action. It requires a very accurate hole be drilled in the lock to get to the tumblers and allow the ignition to turn so you can remove it. It is a very common problem on the earlier Foci, never heard of it on an F150 yet.
Also you said you moved the shifter but did you make sure the steering wheel isn't locked and kepping it from moving. People who can't sem to park with the wheels straight will have this problem, locking the wheel and the ignition won't turn without cranking on thesteering wheel real hard.
It is my neighbors truck and he had the wheels at about 45* I went back over and messed with the key until I got it to work. Had to use quit a bit of force but it seems to be fine ok for now.
