Actually Enron owned 50% of Florida Gas Transmission, and was the operator, they never had any interuptions back in 2000. Gulf South Pipeline and CenterPoint Energy/Spectra Energy are building 2 30" pipelines to help Florida's growing energy needs. Kind of a shame, since one of the largest Natural Gas discoveries in the Gulf is off the coast of Florida, but they cannot drill to get it. I my self think that is karma.
Actually those rolling blackouts is the very reason Florida is in trouble now. They wanted a bunch of new state of the art, clean burning Natural Gas fired powerplants, where supply could be had from several sources, to minimize interruption and price, and gaurentee supply. They forgot to build the extra capacity pipelines first.
I know they just approved a big gas pipeline from north of here to Indiana, maybe that will help out some if they build another pipe from there to Florida.
