I changed the oil in my 1950 Flathead V-8. Afterwards, I noticed that the oil pressure was low after the change. Is it normal for the oil pressure to be low while the truck is sitting still and increase pressure as the truck moves?

Yes, it fluctuates. If the engine is in good shape it'll idle around 15-20 psi and move up to around 50 psi or higher at driving rpms.
A worn engine can be half of those numbers and still keep running for thousands of miles - flatheads are very tolerant of abuse.
Oh, the stock gauge is notoriously poor - don't go by what it tells you except for generally watching to see you have pressure. If you use an aftermarket gauge you also need an aftermarket pressure sender (they have to match)
