Looks like propane injection. I haven't seen one on a diesel, but the 2 larger lines would tie into the radiator lines to keep things from freezing up, then a left/right bank feed as wall as intake.
I've seen propane conversions on gassers so this is just a guess.

There also appears to be a shroud over something in the rear of the passenger side. Perhaps a veggie oil setup or something? I don't know crap about that stuff.

That is what it has to be.
A propane system would have an electrical solenoid and feed vapor into the CAC tube.
A WVO system would probably be a little more complicated.

That 'shroud' over there comes on '02 and newer models.
And I wasn't kidding, ech0 wins. It's a fuel heater.
