It should be in your fuse panel. I think it's tied in with your normal blinkers, that is unless they work properly then it is a seperate relay/flasher for the hazards.
They are in your distribution panel that's the black box next to your battery. Two, perhaps three relays should be across the middle. I believe the two on the right side are the computer and fuel pump. The third is the fog light relay. Swap the computer and fuel pump relays and see if it fires up.
