Well, an external balanced engine is balanced by adding or removing weight from the flywheel and harmonic balancer, internally balance is by adding or removing weight from the crankshaft... That's the basics, balancing is a bit more involved then this but that's the basic difference.
A 428 is Externally balanced, and like Dave mentioned it takes the flywheel to complete the balance properly. All the other FE's are Internally balanced meaning the flywheel makes no difference.
