I picked up a 84 6.9L with gray injectors and pump (org) and have had to fix ;
Master brake cylinder, raditor, heater core, water pump, all hoses, alternator, Glow plug controller, glow plugs and starter (top bolt was a $@#^). Along the way I added Diesel Care ? to the fuel tanks to quite the motor down and now, sometimes, I have a rough idle and white smoke but if I turn the engine off then start it, it starts to run smoothly. I noticed that the return line going into the fuel filter was leaking so I cut a 1/4" off and put it back on, I then noticed the first injector from the firewall was wet. I ordered a return line kit but I've noticed that the labor isn't much more to change the injectors.
Question: Is the return line or injectors causing the intermittant rough idle?
sounds more like the return line letting air back in the system to me, but that's just my thoughts. i'm thinking that if it was an injector there would be a continuous engine stumble and wouldn't smooth out at all. may be wrong, but that's all i got for an idea right now.
Your problem is probably injector and IP related....... an original IP would most likely have a disintegrating.. Governor flex ring, most old ones did. Injectors are most likely way off pressure changing the fuel injection quantity and timing.....white smoke can be timing or air in the fuel system from the leakers.
The replacement as you say of the injectors and return lines at one time is best.
