Fender Extension Joint

I am getting around to doing something with my western front fenders for my 52, I unbolted the front extension and there is some anti squeak material in the joints. What is the recommendation for replacement material if any. I see rolls of 1 inch material for sale that looks like a woven material. Also when should I bolt the extension and fender back together, before final paint or after. The fenders are going to be gloss black and are as perfect an original fender as you can get so I want them to be done right.
