Sorry, I can't help with the IP, but...
It sounds like your batteries died before you could get it restarted. I would unhook the batteries from each other (remove at least one ground cable) and charge them separately until they are both *fully* charged. If one won't charge fully (or better yet, have them tested at the parts store), I would recommend changing them both.
Since a diesel needs to be cranking over fast to start (unlike a gasser) be patient and wait until the batteries are ready. If you can count the revolutions, it is cranking too slow, and something is bad (batteries/starter/cables...).
Do you have a block heater? If so, plug it in for a couple of hours before trying to start. It will help a lot in cold weather.
You also may have air intrusion into the fuel system. When you drained the water, the drain may not have sealed. Others have mentioned using a bolt to close off the drain. Sorry I don't know the details.
If it still won't start, try pressing in the schrader valve on the filter housing while someone else cranks it over. You should get a steady stream of fuel (perhaps after a few seconds of cranking).

Make sure batteries are fully topped up ........ they must also be 850 CCA minimum for both, when replacing do both at the same time. If you can count engine RPM on start the starter is turning too slow...........
