When the truck is running, the little valve this is circled just blows air. I was thinking that it might hook on to something, but I'm not for sure.

It's a bypass valve for the egr system, I believe when your truck is idleing it does'nt need all the air from the pump so it bleeds it off, but once your up to cruising speeds it will devert more of the air into your cat to help cool it down so it won't burn up.
