Probably an okay truck - but don't pay more than $2000. For the $3000 he's asking, you could probably buy a cleaner 92-96 truck. In the atlanta area at least.
Down here in Florida he would be lucky to get anything over $2K right now. That thing isn't going to sip gas, so he is going to have a tuff time getting rid of it. If you are thinking $3K for a truck, add another thousand because it seems like there is a big jump in quality at the $4k level.
I think I'd ask why a truck with new ball joints, hubs and bearings up front, only a year old, needs an front end alignment now. If nothing else, that question would be a negotiating tool for your lower offer.
