351W slightly overheating...

How is your progress?
I have changed water pump, Water pump pulley because it was from Alaska and thought maybe they put a bigger pulley on it, Thermostat, New headers, I have not changed the radiator. But I did notice that when I built a motor up I went and touched drove it around for a while without the exhaust hooked up and it ran just fine on temperature.
I am wondering if maybe there is a flow restriction.
