You already have cold air induction system. It came from the factory that way. You get cold air in from right behind the passenger headlight.
You can remove the silencer (horn) from the airbox to get more air to come into the box and get some more growl out of the Aero though It is a pretty simple mod, remove airbox, remove silencer, re-install, you are done!
Only if the system has a fairly short run and actually draws cold air in. A cone filter will not give you this benefit, and you need to take precautions to prevent water from getting in. So if you are willing to build the system yourself such that it will work with the factory intake and air box, then yes, it can be a reasonable thing to do. The best location for the intake is from the bumper area, the second best would be from inside the passenger fender. The least attractive place would be to open up the air damn in the grill to improve the flow and reduce the heat that comes off the bumper.
One way or another, I really don't think you'll gain much of anything significant.

Your vehicle has a intake air temp (IAT or ACT) sensor, Baro (barometric pressure). Also MAF sensor & IAC to control intake & fuel/air contol,this is closed loop with the O2 sensors to get clean burning mixture, which enables spark plugs to last for about 100,000 miles on a good engine. Colder dense air will be accounted for with this set-up & consequently the motor will burn more fuel & yes you will get a couple more HP's. However in respect of the fact you'll drink more gas it's not worth it!
Better idea is to change the front O2 sensor & make sure the air & fuel filters are clean.

DON'T run a cone filter (atleast w/o sheilding or a custom air box to protect it). i have one on my aero, i got water in it when i whashed my car, and i have to be extra careful when going through puddles so i don't suck water into my engine and accidently hydro lock it.
