Motor surge problem, ideas?

Truck is an 03 F250 w/ 5.4 V8.

Problem is at around 40-45 mph, if you let off the accelerator, the engine seems to race up in rpms and then calm back down. The problem only happens if you let off, not if you keep on the accelerator. Other than that, it runs great. Any ideas what this might be?

IAC probably sticky or a vacuum leak.

IAC? This is my Sgt's truck at the department, so I'm not too familiar with it. How can I check this?

I have a MityVac pump for my Ford PSD, but I can't see how a vaccuum leak would cause engine racing? If so, what should I be checking?

THANKS!!!!

IAC = Idle air control. A finicky device when it gets dirty and can cause a hosts of issues like hard to start and will not idle. They can stick for a bit then unstick and everything is fine - until the next time. They don't throw a code either. It's located behind the throttle body and is cylinder tube with two bolts holding it on. You can remove it and clean it and see if that's it. I replaced mine when it went bad instead.
