Yes you can .....best to have a turbo to cut the noise though. In Canada any vehicle above 1995 OEM equiped with a Cat MUST retain it on new exhaust installs......

I'm not sure about the cats, but it might depend on where it's registered. In the Milwaukee county area they have emissions testing, but diesels are exempt.
