Plug in engine block?

Plug in engine block?
Anybody ever seen one of these before? I bought this 460 engine from a junk yard. It's an '85, supposedly, and had a broken timing chain. I flipped it over, and saw this on the right side of the block, near the front freeze plug:

So, what is it? Maybe a rebuilder's warranty device?

Plug in engine block?
At one time, I thought those were like the tags on Pillow's,Comforters & the like.
