I have a 1999 F-350 with 7.3L diesel. In cold weather during the first 15 minutes of operation the turbo makes a noise like you would hear while restricting a vacum cleaner hose and power loss occours. The situations ends with hard acceleration but returns once a steady rpm and speed are reached. This only happens in cold weather and ends after a driving warm up. I am wondering if the cold weather warm up cycle consisting of a butterfly valve and actuator may be bad.
Any thoughts?

This is normal. I wondered the same thing when I bought my first Diesel (2000 Excursion). A good friend of mine is a diesel mechanic. He said there is some kind of velve in there to keep the heat in during cold weather operation. It does it while idlinf and driving. As soon as you touch the throttle, it stops. This is perfectly normal.
