Question about chapters

I seen alot about dead chapters on here lately. What is this about? Am i to assume it is better to post your question in your chapter, or am i off base here. Alot of the chapters show up in new post at regular interval. mostly as fun and games, post pictures , etc. I also see alot of out of chapter people go to other chapter to see if they can get something started.(just to get people posting.
I quite frequently vist my chapter, with an occasional new post. i as well post in other chapter, just to submit my input. i hope it is not abad thing to post in other chapter, and in turn hurt my chapter. i have gotten help and support wether good or bad from chapter. and i for one apprecite the input. i also recieve alot of help through out the entire FTE.
forgive me for going long here, just asking out of curiousity.

cross chapter posting is ok, as long as it is done in moderation.
every now and then it is fun to pull a sneak attack on an unsuspecting chapter. we do it with the traveling rough chapter every now and then.

just don't forget about your home state, and you will be fine.
