gas tank problems

Hey fellas, I need some help! I've got an 85 f350 dually with dual tanks, it's a non catalyst truck, which means it doesn't have any smog stuff on it or charcoal canister which leads to to gas tanks. The problem I'm having is whenever I put a half a tank or more of gas in the rear tank it pushes the gas out the filler cap. So far I've changed the vent hose & vent hose end piece on each tank, I/ve drilled a hole in the gas filler cap on each tank, & I've changed the selecter valve as well. It has the hot air system on it! Is there anybody that can help me solve this problem. It seems to be just the rear tank doing this.

What engine do you have? Is it a diesel?

Have you had the filler neck off? It's a pipe inside a pipe. You would think you are filling through the large metal pipe and rubber hose, but the gas is actually flowing through a smaller plastic pipe inside. The gas goes through the smaller pipe into the tank, and the venting takes place around the smaller plastic pipe, in the large pipe.

I would take this all apart and see if the smaller pipe is in good shape, is clipped onto it's mount inside the big pipe, and everything is as it should be with the pipes(not crushed).
