be prepared to get around 8mpg for either. 351 will have to work very hard to move those tires.....and the 460 will do a better job of it, but is a thirsty motor to begin with. What about a Diesel or V10? Changing gearing could help......but then the money you gain in mileage is already sunk into the gear changeout!
Go with the 460, it's just all around better. Especially if it's one of those 351-M's. Those are just bad, the windsor aint a bad motor, but sounds a little weak for your application.
Think of it this way, if you lift ur truck 8 inches, you will most likely get better fuel economy hanging out the window just dumping fuel out of a gas can... if you are going to be broke, do it the right way
yea... i had a '95 bronco with 32" tires a 3 inch lift, 3.55 grears and the 351 and that thing was an absolute PIG!!! there where times while towing my boat it couldnt get out of second gear in a strong head wind

there was nothing wrong with the 351-M engines other than being a little thirsty
I still have one I bought new in '79 with over 250k miles pulling an 8k lb load on its back daily
my 77 250 4wd 8 ft narrow bed that i got new had a 351 m. it was locky to get 8 mpg, the 460 got 14!,,,i changed the late cam timing gears to the erly ones. its worth 25 hp and e z to do before you intal it. the only problem, you will tear up te transfer case blowing off the little chevy 350 trucks,,hehe. find a 350 trans & transfer case. a 77 or earlieris best. just got through it. the 460 is a real torque monster. you may have to rotate the case down to reduse the front shaft angle.
