Check the main junction box under the hood. There are sepreate fuses in there for trailer wiring as mentioned above. If you haven't put it in, and you haven't had the trailer lights wired before....could be it is not there.

one more questionn i see there is already a blue wire under there for trailer brakes were do i pick up the other end at to hook up my brake controller thanks for the help
You can wire your controller to a pigtail available from the dealer for about $17. On my 99, there is a plug located against the center dash frame underneath. You just wire the pigtail to your controller, then plug it in. It is all pre wired so you don't have to run the controller wire all the way to the back.
There should be a plug under your dash that will allow you to hook up a brake control. Here's how I found it on my 95 F250- I went and bought the brake control along with the wiring adapter for my truck, then looked under the dash to find the same shape plug Mine was located in about the center of the dash pointed toward the driver's side.

With the fuse issue, if it keeps blowing, make sure you have a good ground to your ground wire going to the trailer lights. Otherwise, the only ground is the hitch on the ball and bouncing around on the ball is what causes the fuses to blow. I had the same problem and realized my bro-in-law had pinched my ground wire into the last time he borrowed my trailler.
