guys run 12.5" wide tires on 7" wheels all the time. Many desert guys do this on purpose.
The measurement you are looking at is the tread width and not the width where the beads meet the wheel. The tire itself has this dimension (or at least the recommended wheel width) in raised characyers right on the side of the tire.
Verify the recommended wheel width and chose accordingly.
Tire is not going to explode, or blow up because it os mounted on a wheel that is too narrow, but it will wear the heak out of the centers if the things are run on the street, May also wander in lanes as they will try to follow cuts in the road, and transitions or lane imperfections.
I run a 31x10.5x15 swampers on a 5.5"
(interco recommends an 8" wheel)wheel for my sister n laws samuri. Do this for added bead protection. Really keeps the bead way in there.
