Still trying to figure out the stumbling idle problem with my '89 302.
To date I have cleaned the intake with TB cleaner and a full can of sea foam, cleaned the IAC and verified no vacuum leaks (she pulls about 19 at idle). Cap, button, wires and plugs are new(ish). TPS checks within specs.
Yesterday, while the truck was idling, I removed the plug from the ACT sensor. The idle increased to 1200-1300 rpm. I plugged the sensor back in and the idle did not decrease. I shut the engine off and dis-connected the battery for about 1/2 hour. When I restarted it, it came right up on fast idle, and slowly settled in at 800rpm after a minute or so. That was encouraging. After driving it to warm up, the idle was a little high and not surging as much, but after about 2 minutes of idling, it started again.
Could the ACT be causing these issues? I am not certain where that sensor fits in the logic hierarcy of the EEC.

Any thoughts?

Have you checked for codes since you disconnected the battery?

Check your tubes coming off the throttle body all the way to the air box, mine did the same thing here recently. Turns out it had a tear in it right at the TB and I have to replace it. Just a thought.
