dual vacuum distributor question

I have a 1969 Econoline (240, carter 1 barrel) and was hoping someone could tell me how the "dual vacuum distibutor" vacuum lines are supposed to be hooked up. When I bought the van, the vacuum port closest to the distributor body just had a plug on it. The other port is hooked to the right-hand side of the carb.

Am I correct in assuming that one of the distibutor ports is vacuum "advance" and the one closest to the distributor body is vacuum "retard" ?.
