89 460 EFI hesitation when accelerating

I have a 89 460 EFI in my offroad buggy, it's basically stock, with the exception of an open K&N air filter. I have done a tune-up on it :new plugs, new dist cap, set the timing (10° BTDC), tested compression, tested fuel pressure (39 psi with ign on, 30 psi at idle), checked most of the sensors. The problem is when I give it fuel fast, it takes the engine about a second to react (both accelerating from a dead stop and at idle), also, when I give fuel very slowly, the engine misses a bit and then picks up. Otherwise everything is fine, idles good, doesn't seem to have power loss. Is this normal, never owned one of these engines before. Any comments?
