I have a 99' Ranger, 4.0 that has a hard time starting when the outside temp is below 30 degrees and it sits for several hours. I have replaced the battery and cables, iac, iat, ect, fuel filter, cleaned the maf, changed the plugs and wires, and lower intake gaskets, had the coil tested. it will start and idle realy rough for 10 to 20 seconds and is fine after that. My mechanic tested the pressure for leak down and stuff and said it is fine, but he never had a hard time starting it. ( it was in a garage) Could the pressure regulator be causeing low pressure only when it is cold and it is haveing the problem? I cant hear the pump prime for 2 sec. should you beable to for sure with this model? I dont hear it when it is running either however. Some times when its really cold out it will start, sputter and some times die. on restart she fire right up. Once in a while it will start rough when it is warmer out ( low fifties) it seems like its always moist out durring that instance. thanks to all.
Get a friend to work the ignition switch from off to on while you stand near the gas tank, or better yet, open the filler and listen for the pump whine.
You can also cycle the switch from off to on several times to prime a leaked down system to see if it will start and run smooth after you get the pressure up. The off/on cycle will run the pump and fill a leaked down fuel rail, thus covering a leak down situation.
Does it idle up (fast idle) for 30-100 seconds after you do get it started? If not, you IAC may not be responding to a 'fast idle' command.
Bad plug wires will misfire more when it is damp and humid... especially with a cold engine. You could check for crossfire and 'light show' running it in the dark with the hood open. Any arcing indicates need for plug wires.

yeah, ive tried cycling the key about ten times before starting and it dosent help, Ive had the wires and plugs changes as well as the iac. nothing seems to help. I will have someone help me listen to the pump. thanks mike
man i dont know wat to tell you about ur problem cuz my 96 is doin the same exact thing...but i noticed it with mine is after i have driven it somewhere and warmed the engine up...after it sitting for a while and cooling down while im in the store or at a friends or what not i come back out and start it and i get a really rough hard idle and like u said occasionally it will idle so rough it will shutoff...i also have had new wires and plugs and a new iac...my dad is a mechanic at the local ford dealer round here and hooked it to the computer and it wont find anything....even when he recreated it its not detecting it...the computer did show though when he did watever test he did on the laptop the truck was randomly dropping cylinders...he believes that my issue is in the computer and needs to be replaced....just havent got around to it since it only does it in the winter havent had ne problems in the warm weather...dont know if thats really wats wrong or if thats ur issue but thats the route i think im gonna take
