Unhappy Help! 86 302 EFI won't start

My grandpa has an 86 E-150 with a 302 efi in it that refuses to start unless he feeds it with a little gas or starting fluid. Once it is started; however, it runs fine with no smoking or misfiring. He has already replaced the computer, the ignition, the main fuel pump (not the one in the tank) the ignition switch, egr valve, fuel filter, fuel pressure regulator, and fuel pump relay. He says he has verified that the map sensor is good and that there is power to the fuel injectors. The only thing that he said is wrong is that sometimes while idling at about 700 RPM or so the engine will somtimes automatically rev up to 2000 RPM and then drop again. This to me almost sounds like a vacuum issue, but I can't be sure. He also says that there is no vacuum to the line running to the EGR, idling or under throttle. Also, he says that the fuel pressure is 35psi when the engine is off and 30psi when it is running. What is the normal pressure for one of these engines? Any ideas??

Always pull the codes when working on a fuel injected engine. Here's how to do it without using a code reader.

check for vacume leaks with a can of carb cleaner spraying the intake and vacumes while it is running if the engine is affected by this the leak is where the engine is most affected by the spray
