if your getting nothing at all to the starter i would change the solenoid. it is on the right side fender wall if you don't know where it is. it is a cheap and easy fix. what you should do though is have someone try and start it and you take a reading of the solenoid and see how much is going into it and coming out of it and going to the starter. if your getting full power to the starter, then its the starter. if nothing is going to the starter then its the solenoid. good luck

Not sure what you mean by 15.6 on the battery charge - if you're seeing 15.6 when it's running, that's too high - you might be cooking the battery. If you see 15.6 when it's off, then you need a new multimeter (shouldn't be any higher than ~12.5v)

Do you have lights - interior/headlights/etc? If so, then start wringing out the starting circuit. Go right to the battery side of the solenoid. Got ~12 volts? No? Figure out why, maybe bad connection or bad cable. 12 volts at solenoid - try activating the solenoid right at the solenoid (hot side to the small connector) If the solenoid clicks but the starter doesn't spin, go to the starter. Same process again...

I don't know about an 89, but my 94 has two solenoids. One on the firewall and one mounted on the starter.

I recently had a no crank problem, and it turned out to be a loose/corroded spade lug connection on the primary of the solenoid on the starter.

iconnected batt cables to solenoid and to batt seems may be due to switch at steering column. thanks for all your input.
