cold water leak

cold water leak
Is anyone having a problem with water leaking out the top hose when the temp drops a little (truck is cold 2004 6.0). If so whats the damage and if theres a lot of this happening why is this not a recall Item?

water is coming from the top back side of the motor and running down the transmission bell house. I'm not sure exactly where it is coming from. its not a lot and it only happens when it is 40 degrees or lower. can you shed some light?
