ssgryan,
The inertia fuel cut-off switch is located under the glove-box on the passenger side on a Ranger. You'll see a little red button, (the reset button). If it's tripped, just press the button. If you want to trip it manually, grab a knife and push the blade into the slot under the button and push it up. I believe the location is in the owner's manual. Just think of what would have happened if you got into a minor accident and had to reset the switch, and didn't know where it was!
I had a passenger kick this and truck died, way out in the boonies in south GA. Luckily I had read the owner's manual and after 5 or 10 minutes thought this might be the culprit, did the reset button and was on my way.
Your question has been answered but what are you trying to do? Post that if you need some advice on fixing a problem. The guys here are more than willing to share knowledge and help with any and all things, no matter how minor or weird.
Oh Yea.....Welcome to FTE

My cousins 1999 ranger ran out of oil while he was driving it. We think the truck has a fuel shut of to keep from damaging the engine. We disconected the battery, put oil in it and put a new battery in it. Now when we start it it just makes a click.
