1994 F-150 charging problem

1994 F-150 charging problem
3G alt
Base voltage 12.70
Charging 14.56 volts
With the engine running the volt meter in the dash reads close to 18 volts
I replaced the battery, voltage regulator and brushes.
I have no idea what the problem is.
Also had the alt checked at AutoZone checked ok.
Replaced the battery because it was getting weak,
possibly due to over charge?
Anyone have any thoughts on the problem?

You measured the voltage at the battery and it was 14.56v, but at the same time the gauge in the dash is reading 18v? Definitely sounds like a gauge problem. 14.5 volts is perfect at the battery.
