System could be low on coolant.
If the air diverter door does not completely close heat output will suffer. This diverter is vacuum or cable actuated from the heater controls(depending upon the year). It is located in the cavity with the heater core behind the glove box. It's very common for debris to fall down in the windshield vents and impede the function of this door.
Both the feed and return lines from the heater core should be hot if coolant is flowing freely. If one is cold all the time then the core is plugged.
