Diesel School Need Help!!

as some may or maynot know i am taking some diesel tech classes and i'm stuck on a question "IS FULL LOAD rated POWER THE SAME AS GOVERNED SPEED ON A DYNO?" please help i just can't find any info on this

well so everyone knows now they are the same as explined
full load rated power or "governed speed" is tested first on a dyno

i go to wayne state university. they have one of the best programs in the country for diesel and alt.fuels. they work together with detroit diesel and have some killer equipment.
