d fuser power module?

what is this? says adds 85-120 ft of torque is this safe for my 2001 7.3 or is a chip better or both ? thanks new to diesel

it bumps up the fuel pressure by making the icp lie to the PCM..id save for DP tuner.. or get his flashed PCM for 75 bucks my self..everything is adjusted to make a much safer and much better HP increase...
