Rough Throttle?

Rough Throttle?
My Dad's 04 Explorer. Changed the oil and filter, Air Filter. Went to leak test the oil filter and at about 3000 rpm the engine is cutting out? Never noticed it before while driving? And really never noticed it at all. First time to change oil. Is there a govern of some sort while in park?

What kind of air filter? I think that may be related to what is happening here. The MAF sensor measures airflow into the motor, but if it is getting incorrect information due to say a leak of a fouled element, it can cause issues much like yours.

I believe ford has an RPM Limiter where you can't overrev the engine while in park or netural. My 06 4.0 Ranger will only Rev a little over 2500 while in park. I guess just a safety measure.
